Likumprojektā jau tā ir paredzēta virkne ierobežojumu. Tā, piemēram, ir noteiktas konkrētas nozares, kuras var saņemt atbalstu saskaņā ar likumu “Par nodokļu piemērošanu brīvostās un speciālajās ekonomiskajās zonās” un Eiropas Komisijas regulu. Bet... Turklāt reģionu būtiski ietekmēs tas, ka primārā lauksaimnieciskā ražošana atbilstoši iepriekš minētajam nevarēs saņemt atbalstu tiešo nodokļu atlaides veidā. Ņemot vērā arī to, ka Latgales speciālās ekonomiskās zonas darbība ir paredzēta līdz 2035.gadam, ierosinu neparedzēt piecu procentu ierobežojumu Latgales reģiona teritorijai, kas var tikt iekļauta SEZ. Tāds ierobežojums, manuprāt, izslēdz iespēju iekļaut jaunas perspektīvas teritorijas, un tas varētu bremzēt potenciālo papildu investīciju piesaisti Latgales reģiona pašvaldībām. Saskaņā ar likumu ir nosakāmi pamatkritēriji; tos noteiks Ministru kabinets, kas būs tiesīgs noteikt arī papildu kritērijus un plānot rezultātus, piešķirot teritorijai speciālās ekonomiskās zonas statusu, kā arī noteikt privātīpašumā esošās teritorijas īpatsvaru kopējā zonas teritorijā. Manā skatījumā, tas būtu jādara nevis Ministru kabinetam, bet Latgales speciālās ekonomiskās zonas uzraudzības padomei. Es aicinu atbalstīt šo priekšlikumu un balsot “par”. Paldies.".
