Izskatot šo likumprojektu pirms pirmā lasījuma, komisija uz sēdi uzaicināja nekustamā īpašuma īpašnieci, Vides aizsardzības un reģionālās attīstības ministrijas un Rīgas domes pārstāvjus, kā arī pārstāvjus no Latvijas Īpašumu vērtētāju asociācijas. Likumprojekta izskatīšanas gaitā komisija secināja, ka vēsturiski īpašums Deglava ielā 25A ir bijis vienots īpašums, kas padomju okupācijas laikā sadalīts divos īpašumos (otrs ir Purvciema ielā 6, kura daļas atsavināšana arī ir paredzēta saskaņā ar atsevišķu likumu, kura projekts šobrīd ir nodots Juridiskajai komisijai). Atsavinot īpašuma daļu, izveidotos situācija, kurā starp šiem īpašumiem tiktu izbūvēta Austrumu maģistrāle un īpašniecei faktiski piederētu nekustamais īpašums sarkanajās līnijās bez apbūves tiesībām, bet ar pienākumu maksāt nekustamā īpašuma nodokli un apkopt minēto īpašumu, kas, pēc komisijas domām, ir nesamērīgi. Turklāt nedz Vides aizsardzības un reģionālās attīstības ministrijas, nedz Rīgas domes pārstāvji komisijas sēdē nevarēja precīzi norādīt, kādas būtu piekļuves tiesības minētajam īpašumam. Komisijas sēdē tika arī konstatēts, ka metodika, kas kalpo par pamatu nekustamā īpašuma vērtējuma noteikšanai, piemērojot koeficientu “50 procenti”, iespējams, ir pretrunā ar Satversmes 105.pantu un Sabiedrības vajadzībām nepieciešamā nekustamā īpašuma atsavināšanas likuma mērķi. Šajā sakarā komisija sagatavoja un nosūtīja vēstules Finanšu ministrijai, Tieslietu ministrijai un Ekonomikas ministrijai ar lūgumu veikt attiecīgu izvērtējumu. Ņemot vērā iepriekš norādīto, komisija neatbalstīja minēto likumprojektu. Savukārt, lai nodrošinātu maģistrāles izbūvi, samērojot to ar īpašnieces tiesībām uz taisnīgu atlīdzību, komisija aicināja Rīgas domi izvērtēt iespēju atsavināt visu nekustamo īpašumu, turklāt, kā jau norādīju, komisija arī aicināja atbildīgās institūcijas izvērtēt, vai vērtēšanas metodika atbilst Satversmes 105.pantam un Sabiedrības vajadzībām nepieciešamā nekustamā īpašuma atsavināšanas likuma mērķim.
