Administratīvā procesa likums ir viens no juridiskajiem pamatlikumiem, proti, tas regulē to, kādā veidā tiek risināti strīdi administratīvajā procesā. Šis likums netiek grozīts ļoti bieži. Taču gan Tieslietu ministrijā, gan arī Valsts kancelejā šobrīd ar rīkojumu ir izveidota speciāla darba grupa, kurā tiek apkopoti tie nepieciešamie grozījumi, par kuriem iestājas gan iestāžu pārstāvji, gan administratīvo tiesu tiesneši, kas savā darbā izvērtējuši tiesu praksi un konstatējuši, ka ir nepieciešami kādi procesa regulējumi, lai procesu efektivizētu. Šajā darba grupā jau pietiekami ilgā laika posmā tiek diskutēts par nepieciešamajiem grozījumiem, un šobrīd darba grupa ir sagatavojusi diezgan apjomīgus grozījumus. Likumprojekta galvenais mērķis, protams, ir ieviest valsts nodrošinātās juridiskās palīdzības institūtu administratīvajās lietās tiesā, kā arī pilnveidot valsts nodevu un drošības naudas sistēmu, administratīvā akta un tiesas nolēmuma izpildi, ieviest pretpieteikuma institūtu, kā arī efektivizēt lietu izskatīšanas gaitu iestādē un administratīvajā tiesā. Kā jau es minēju, runājot par iepriekšējo likumprojektu, galvenais pamats, lai saņemtu valsts nodrošināto juridisko palīdzību, ir fiziskās personas mantiskais stāvoklis un lietas sarežģītība. Taču, kā jau minēju, tikpat svarīgas ir arī normas, kas padarītu administratīvo procesu efektīvāku, lai tiesvedības procesi būtu pēc iespējas īsāki un lai tādējādi sabiedrībai, personām, kuras vēršas tiesā, būtu iespējams ātrāk gūt taisnīgu lietas atrisinājumu administratīvajā procesā. Juridiskā komisija izskatīja šo likumprojektu. Mums bija pietiekami daudz debašu par iesniegtajām normām. Sevišķi daudz bija jautājumu par juridiskās palīdzības sniegšanas kvalitāti, un bija arī jautājumi juridiskās palīdzības dienesta darbiniekiem par to, kā šī kvalitāte tiek nodrošināta. Arī visi šie jautājumi tiks risināti. Juridiskā komisija konstatēja, ka būs nepieciešamas paplašinātas diskusijas, lai šo likumprojektu virzītu tālāk, un tieši tāpēc gan šim, gan arī iepriekš minētajiem likumprojektiem priekšlikumu iesniegšanas termiņš tiek noteikts pietiekami ilgs, lai rudenī Juridiskā komisija un Tiesu politikas apakškomisija jau varētu rūpīgi un detalizēti izanalizēt katru no šīm normām, pirms mēs lemtu par šo normu tālāko virzību. Taču katrā ziņā šīs normas ir nepieciešamas, lai ieviestu šo juridiskās palīdzības institūtu un efektivizētu administratīvo procesu, un Juridiskā komisija vienbalsīgi atbalstīja šī likumprojekta virzīšanu tālāk. Lūdzu parlamentu atbalstīt likumprojektu pirmajā lasījumā.".
