Pirmais iemesls ir saistīts ar Eiropas Savienību. Eiropas Parlamenta un Padomes 2015.gada 11.marta direktīva paredz iespēju dalībvalstīm aizliegt ģenētiski modificētu organismu audzēšanu savā teritorijā. Ja šāda iespēja pastāv jau vairāk nekā gadu, kāpēc Latvija vēl nav pieņēmusi lēmumu par aizliegumu? Kāpēc jāvilcinās? Ideja par šo likumprojektu man radās Eiropas lietu komisijas sēdes laikā, diskutējot par Latvijas tirgus aizsardzību. Paldies komisijai, paldies frakcijas kolēģiem un it īpaši Inetai Stabulniecei par ieguldīto darbu likumprojekta sagatavošanā! Otrais iemesls, kāpēc jāatbalsta izmaiņas likumā, ir saistīts ar mūsu tautsaimniecības konkurētspēju nākotnē. Galvenais arguments, kāpēc Skotija kā viena no pirmajām Eiropas valstīm pieņēma lēmumu par ģenētiski modificēto organismu audzēšanas aizliegumu, bija ļoti racionāls: lielu daļu Skotijas eksporta produkcijas apjoma veido pārtikas preces un dzērieni, un Skotijas valdība uzskatīja, ka šis lēmums jūtami paaugstinās viņu pārtikas produkcijas konkurētspēju pasaulē. Domāju, ka arī Latvijas lauksaimnieku produkcija būs tikai konkurētspējīgāka, ja tās pircēji zinās, ka tā ražota no ģenētiski modificētiem organismiem brīvā valstī. Es neloloju ilūzijas: šo likuma grozījumu pieņemšana nebūs viegla. Ģenētiski modificēto organismu audzēšanai ir savi spēcīgi aizstāvji gan uzņēmēju aprindās, gan dažu ministriju ierēdņu vidū. Un, ja jūs šodien nobalsosiet “par” šo likumprojektu, tad dažos kabinetos šovakar plīsīs stikli. Trešais iemesls, kāpēc jābalso “par”, ir saistīts ar atbildību. Katra cilvēka šodienu nosaka viņa pagātnē pieņemtie lēmumi un rīcība. Mēs gadiem ilgi nevaram iztīrīt ķīmisko atkritumu pilnos gudrona dīķus Inčukalnā, un, kā mēs varam lasīt presē, pastāv risks, ka piesārņojums lēnām, bet noteikti zogas arvien tuvāk gruntsūdeņiem, draudot piesārņot plašu apkārtni. Kāds var teikt: “Jā, bet ne jau mēs esam pie tā vainīgi. Lēmumu par gudrona dīķa izveidi pieņēma cita vara, un šie lēmumi tika pieņemti pirms daudziem gadiem.” Mēs nevaram mainīt to, kas noticis vakar, taču varam ietekmēt to, kas notiks rīt. Tāpēc nedrīkstam pieļaut, ka nākamās paaudzes cīnīsies ar mūsu lēmumu sekām (līdzīgi kā mēs šodien - ar gudrona dīķiem), ja nebūsim spējuši nosargāt mūsu Latvijas zemi no piesārņošanas ar ģenētiski modificētiem organismiem. Balsojumu par ģenētiski modificēto organismu audzēšanas atļaušanu vai aizliegšanu es gribētu salīdzināt ar balsojumu par atomelektrostacijas būvēšanu vai nebūvēšanu. Eksperti uzskata, ka atomenerģija ir vislētākais un ekonomiski visizdevīgākais enerģijas veids. Taču vai šis izdevīgums ir samērojams ar to vides piesārņojumu, ko rada atomreaktors? Vai ekonomiskais izdevīgums ir samērojams ar potenciālo risku un postījumiem, ko rada bojājums vai avārija atomelektrostacijā? Daudzas valstis, piemēram, Vācija, pēc Fukušimas traģēdijas atteicās no atomelektrostacijām, taču citas valstis turpina tās izmantot un pat būvē jaunas. Tā ir viņu izvēle. Ne tik dramatiska, tomēr līdzīga ir arī mūsu šodienas izvēle par ģenētiski modificēto organismu audzēšanu. Ja mēs neizdarīsim pareizo izvēli, svaru kausos kopā ar relatīvu ekonomisko izdevīgumu būs arī risks uz mūžīgiem laikiem piesārņot mūsu zemi.
