Tas ir starptautisks apliecinājums, ka esam veiksmīga valsts. Paldies ikvienam, kas neatlaidīgi strādāja, lai mēs šodien varētu lemt par šī jautājuma ratifikāciju parlamentā. Ir pietiekami daudz jomu, kur vairojusies atsevišķu cilvēku labklājība, ne kopējais labums. Sociālā nevienlīdzība un neticība valsts varai ir tās plaisas, kas apdraud mūsu valsts drošību un nākotni. Šīs plaisas var pielīdzināt tikai ar darbiem. Dāmas un kungi! Gandrīz pirms gada, uzrunājot jūs pirmo reizi pēc Valsts prezidenta svinīgā solījuma došanas, minēju, ka mūsu galvenais uzdevums būs Latvijas valsts drošības stiprināšana. Aizvadītajā gadā mums kopīgi ir izdevies sekmēt Latvijas drošību. Īpaši gribu atzīmēt Saeimas pieņemtos grozījumus Enerģētikas likumā, kas iezīmē gāzes tirgus atvēršanu Latvijā. Tas mazinās mūsu atkarību no viena gāzes piegādātāja. Gāzes tirgus atvēršana ir ne vien Latvijas, bet visa Baltijas reģiona enerģētiskās drošības jautājums. Tāpat Saeima ir pieņēmusi vajadzīgos lēmumus kredītiestāžu sektora uzraudzības stiprināšanā, kas sekmē banku un tautsaimniecības drošību kopumā. Saeimas atbalstu ir guvuši arī manis rosinātie Nacionālās drošības likuma grozījumi. Paldies par kopīgo darbu! Turpmāk Nacionālajiem bruņotajiem spēkiem negaidīta militārā iebrukuma gadījumā būs ļauts izpildīt savu pienākumu – aizsargāt Latvijas valsti, tās teritoriālo vienotību un iedzīvotājus no agresijas, negaidot atsevišķu pavēli. Briesmu brīdī nebūs iespējama nedz politiska pakļaušanās citas valsts ultimātiem, nedz aicinājums palikt savās vietās un nepretoties agresijai. Mēs aizstāvēsim savu valsti, savas valsts neatkarību un savas valsts brīvību. Atzinīgi vērtējama arī Saeimas stingrā nostāja, mērķtiecīgi īstenojot apņemšanos paaugstināt valsts aizsardzības spējas. Latvijai kā Ziemeļatlantijas līguma organizācijas dalībvalstij ir jāpilda savas saistības kolektīvās drošības ietvaros. Valsts budžetā šim gadam valsts drošība bija prioritāte. Iesāktais konsekventi jāturpina arī turpmākajos gados, lai 2018.gadā aizsardzībai paredzētais finansējums sasniegtu ne mazāk kā 2 procentus no iekšzemes kopprodukta. Mēs stiprinām mūsu bruņotos spēkus un aizsardzības spējas, lai savā valstī dzīvotu mierā un drošībā. Eiropā joprojām pastāv nopietni ģeopolitiski izaicinājumi. Turpinās Krimas nelikumīga okupācija un aneksija. Starptautiskā sabiedrība cenšas rast risinājumu, kā pārtraukt Krievijas radīto un atbalstīto konfliktu Ukrainas austrumos. Eiropas Savienība turpina meklēt efektīvākos risinājumus bēgļu straumēm, kuras rada ieilgušais Sīrijas konflikts, kā arī ekonomiskā un politiskā nestabilitāte vairākās Āfrikas valstīs. Šajos apstākļos mūsu drošībai būtiska ir kopīga un solidāra rīcība ar citām Eiropas Savienības un Ziemeļatlantijas līguma organizācijas valstīm. Jau jūlijā Varšavas samitā Ziemeļatlantijas līguma organizācijas valstis lems par ilgtermiņa klātbūtni mūsu reģionā. Mums ir uzticami sabiedrotie. Cienījamās deputātes! Godājamie deputāti! Ekonomiskā izaugsme, vietējās un ārvalstu investīcijas mūsu tautsaimniecībā un attīstība nebūs iespējama bez kvalitatīviem likumiem un stipras tiesu varas. Uzticama, prognozējama un stabila tiesiskā vide ir nepieciešama mūsu uzņēmējiem un ikvienam Latvijas iedzīvotājam. Sabiedrība no Saeimas sagaida kvalitatīvu likumdošanas darbu un pārdomātus likumus. Tomēr ikdienā gadās sastapties ar gadījumiem, kad rodas pamatotas šaubas par likumdošanas procesu un paša likuma kvalitāti. Vairākas reizes jau esmu norādījis, ka man nav pieņemama Saeimas prakse trešajā lasījumā izskatīt un atbalstīt konceptuālus priekšlikumus, kas nav saistīti ar iepriekšējos lasījumos apspriestā likumprojekta mērķi un tvērumu. Šādi priekšlikumi bieži vien nav līdz galam pilnīgi izstrādāti un apspriesti. Trīs reizes šajā gadā esmu lūdzis likuma otrreizēju caurlūkošanu, un visos trijos gadījumos manus iebildumus izpelnījās tieši trešajā lasījumā iekļautie priekšlikumi. Tāpat arī rūpīgi jāvērtē, kad tiek izmantota steidzamība likumprojektu virzībā. Par sarežģītiem ierosinājumiem nepieciešamas pilnvērtīgas diskusijas, ekspertu uzklausīšana un izsvērta labāko risinājumu meklēšana un izvēle. Ir nepieciešams stiprināt Saeimas analītisko kapacitāti, lai deputātiem būtu pieejams neitrāls, kvalitatīvs vērtējums un kvalitatīva analīze par likumprojektos skartajiem jautājumiem, to ietekmi uz tautsaimniecību un tiesisko vidi. Likumdošanas procesā vairāk jāizmanto Latvijas Zinātņu akadēmijas zinātnieku potenciāls vai, iespējams, nepieciešams veidot speciālu analītisko struktūrvienību Saeimā. Tāpēc esmu lūdzis manā paspārnē izveidoto Tiesiskās vides pilnveides komisiju analizēt likumdošanas procesu un sniegt priekšlikumus tā pilnveidošanai, lai meklētu risinājumus likumu kvalitātes uzlabošanai. Jau rudenī piedāvāšu jaunas idejas un ierosmes likumdošanas procesa uzlabošanai. Dāmas un kungi! Tiesiskās vides pilnveides komisija ir pabeigusi savu pirmo ziņojumu par iespējām pilnveidot Tieslietu padomes darbu. Komisija nākusi klajā ar priekšlikumiem Tieslietu padomes darba pilnveidošanai, lai tā spētu būtiski ietekmēt tiesu sistēmas attīstību. Lielāka pašas tiesu varas atbildība par tiesu sistēmas darba organizāciju veicinātu tiesiskās vides noteiktību un sabiedrības uzticēšanos tiesu varai. Ziņojums jau ir apspriests Tieslietu padomē un Saeimas Juridiskajā komisijā. Aicinu Saeimu turpināt darbu ar grozījumiem likumā “Par tiesu varu”. Tas būtu neliels, bet nepieciešams solis tiesu varas darba kvalitātes un atbildības veicināšanā. Saeimas deputāti! Turpmākajos mēnešos un Saeimas rudens sesijā mums stāv priekšā daudz svarīgu lēmumu, kam būs ietekme uz ikviena Latvijas iedzīvotāja dzīvi: reformas izglītībā un veselības aprūpes pieejamībā; sabalansēta un prioritātēs balstīta nākamā gada valsts budžeta plānošana; reāli pasākumi ēnu ekonomikas apkarošanai, lai gūtu vairāk ienākumu valsts budžetā sabiedrisko kopīgo vajadzību finansēšanai; maksātnespējas procesa regulējuma sakārtošana un maksātnespējas administratoru darbības uzraudzības pilnveidošana. Nedrīkstam aizmirst par pasākumiem demogrāfiskās situācijas uzlabošanai un nepieciešamo atbalstu ģimenēm. Saeimai būs jāizšķiras, vai ratificēt Eiropas Padomes Konvenciju par vardarbības pret sievietēm un vardarbības ģimenē novēršanu un apkarošanu, ko vairāk pazīstam kā Stambulas konvenciju. Ģimene ir mūsu sabiedrības pamatšūniņa. Ikvienam savā ģimenē jājūtas droši un pasargāti. Ratifikācijas procesā aicinu Saeimu veikt neitrālu juridisko analīzi par konvencijas atbilstību mūsu Satversmei, kā arī nodrošināt vispusīgu un kvalitatīvu diskusiju par konvenciju. Saeimas dienaskārtībā nonāks arī Parīzes nolīgums par klimata pārmaiņu ierobežošanu. Būs nepieciešama izlēmīga rīcība, lai mazinātu klimata pārmaiņu radītās sekas un radītu priekšnoteikumus videi draudzīgākam dzīvesveidam. Cienījamās deputātes! Godājamie deputāti!
