Pamatojoties uz Saeimas kārtības ruļļa 131.4 panta pirmo daļu, Saeimas Prezidijs šā gada 23.maija sēdē nolēma minēto iesniegumu nodot Mandātu, ētikas un iesniegumu komisijai sākotnējai izvērtēšanai. 2016.gada 9.jūnijā komisija rīkoja kolektīvā iesnieguma sākotnējās izvērtēšanas sēdi, kurā uzklausīja tā iesniedzēju pilnvaroto pārstāvi. Viņa pamatoja iesniegumā izvirzīto prasību - visā valstī aizliegt ģenētiski modificēto kultūraugu audzēšanu. Iesniedzēja ziņoja, ka ģenētiski modificēto organismu nelabvēlīgo ietekmi uz cilvēku veselību un apkārtējo vidi ir pierādījuši dažādu valstu zinātnieki, un norādīja, ka saskaņā ar Eiropas Parlamenta un Padomes 2015.gada 11.marta direktīvu dalībvalstīm ir iespēja aizliegt ģenētiski modificēto organismu audzēšanu savā teritorijā. Tā kā Saeima 2016.gada 9.jūnijā nodeva Tautsaimniecības, agrārās, vides un reģionālās politikas komisijai likumprojektu “Grozījumi Ģenētiski modificēto organismu aprites likumā” un tas pēc būtības ir cieši saistīts ar kolektīvo iesniegumu, Mandātu, ētikas un iesniegumu komisija nolēma, ka nākamajai kolektīvā iesnieguma sākotnējās izvērtēšanas sēdei sagatavos Saeimas lēmuma projektu par iesnieguma nodošanu Tautsaimniecības, agrārās, vides un reģionālās politikas komisijai. Kā vēl vienu argumentu nepieciešamībai Latvijas teritorijā pilnīgi aizliegt ĢMO audzēšanu iesniedzēja minēja, ka pašlaik atbilstoši Ģenētiski modificēto organismu aprites likumam dažas pašvaldības savā teritorijā var atļaut to audzēšanu. Mandātu, ētikas un iesniegumu komisija, pārbaudot šo informāciju, konstatēja, ka minētais likums, tieši otrādi, jau šobrīd dod iespēju pašvaldībām savā teritorijā aizliegt ĢMO apriti. Komisija kopā ar Saeimas Juridisko biroju sagatavoja Saeimas lēmuma projektu par 10 207 Latvijas pilsoņu kolektīvo iesniegumu “Par Latviju, brīvu no ĢMO”. Komisija savā 2016.gada 5.jūlija sēdē šo lēmuma projektu atbalstīja un nolēma uzdot Tautsaimniecības, agrārās, vides un reģionālās politikas komisijai izvērtēt iespēju Latvijā aizliegt audzēt ģenētiski modificētos organismus un, ja šāds aizliegums tiks atzīts par nepieciešamu, lemt par attiecīgiem grozījumiem likumdošanas aktos.
