Komisija šā gada 5.jūlijā uzklausīja iesniedzēju pārstāvi, kas pamatoja iesnieguma ierosinājumu - atvieglot vecākiem bērnu laišanu dārziņā, jo ģimenēm, kurās ir divi vai vairāk bērnu, tas ļoti palielina izdevumus. Valdība ir noteikusi brīvpusdienas bērniem no 1. līdz 4.klasei, bet ne bērnudārzos, taču jāņem vērā, ka izglītība sākas no pirmsskolas. Kad bērna kopšanas pabalsts beidzas, vecākiem jāatgriežas darbā, un ģimenēm tas ir kritisks brīdis, jo rodas papildu izmaksas. Iesniedzēji izteica Saeimai lūgumu piešķirt no valsts budžeta dotāciju pašvaldībām, lai Latvijas bērnudārzos nodrošinātu bezmaksas ēdināšanu. Pēc viņu domām, tas būtu jāizdara pakāpeniski, sākumā piešķirot finansējumu jaunākiem bērniem un bērniem no daudzbērnu ģimenēm. Tāpat viņi minēja, ka atsevišķas pašvaldības ir ieviesušas šādas brīvpusdienas. Tas savukārt veicina sociālo nevienlīdzību Latvijā, it īpaši - ģimenēm no dažādiem novadiem. Ģimenes pārceļas uz tiem novadiem, kuros ir šis finansējums. Iesniedzēji pauda viedokli, ka šis jautājums tomēr būtu jāregulē valsts, nevis pašvaldību līmenī. Latvijā demogrāfiskajai situācijai vajadzētu būt tādai, lai ģimenes izšķirtos ne tikai par otro, bet arī par trešo un ceturto bērnu, tāpēc politisko partiju prioritātēs būtu jāparedz demogrāfiskās situācijas uzlabošana. 2016.gada 3.augustā komisija uzklausīja ekspertu viedokļus. Latvijas Pašvaldību savienība izteica pozitīvu viedokli šajā jautājumā, taču pauda bažas par tiem bērniem, kuri dzīvo mājās, jo attiecībā uz viņiem netiek ievērots vienlīdzības princips. Valdības nostājai vajadzētu būt vienlīdzīgai attiecībā uz šādu bērnu ēdināšanu visā valstī. Ideja būtu atbalstāma, ja pašvaldības saņemtu valsts dotācijas un ja bezmaksas ēdināšana tiktu nodrošināta visiem pirmsskolas vecuma bērniem visos reģionos, - protams, arī tiem, kuri vietu trūkuma dēļ neapmeklē bērnudārzu. Tiesībsargs viennozīmīgi izteica atbalstu šai idejai, jo pirmsskolas izglītība ir viena no izglītības pakāpēm. Tas ir atbalsts, kas vērsts tieši uz bērna vajadzību nodrošināšanu un kas ļoti uzlabotu ģimeņu materiālo stāvokli. Protams, jautājums par bērnudārza pieejamību ir jārisina līdztekus šim jautājumam, jo bezmaksas ēdināšana bērnudārzos tiešām palielinātu nevienlīdzību starp tiem, kuriem ir pieejami dārziņi, un tiem, kuriem tie nav pieejami un kuru vecāki ir spiesti maksāt auklītēm par bērnu pieskatīšanu. Latvijas Darba devēju konfederācija pauda nostāju, ka iesnieguma ideja ir laba, taču ir vēl virkne citu jautājumu, kas būtu jāpārskata saistībā ar atbalstu bērniem un vecākiem. Kā vienu no tiem konfederācijas pārstāvis minēja uzturlīdzekļu apmēru aizbildnībā esošiem bērniem - tas patlaban ir 45 eiro mēnesī -, kā arī nepietiekamo atbalstu vecākiem ar invaliditāti, kuri zaudējuši darbspējas, un bērniem apgādnieka zaudējuma gadījumā, nepilnības veselības aprūpes pieejamībā bērniem. Labklājības ministrija norādīja, ka pēc būtības iesniegums ir atbalstāms, taču tas jāskata saistībā ar citiem jautājumiem, kā arī ar bērnudārzu pieejamības nodrošināšanu visiem bērniem. Līdz ar to komisija sagatavoja un 2016.gada 14.septembrī vienbalsīgi atbalstīja lēmuma projektu “Par 10 213 Latvijas pilsoņu kolektīvā iesnieguma “Par bezmaksas ēdināšanu bērnudārzos” turpmāko virzību” un nolēma uzdot Pārresoru koordinācijas centra sadarbības platformai “Demogrāfisko lietu centrs”, pamatojoties uz Latvijas Republikas tiesībsarga, Labklājības ministrijas, Latvijas Pašvaldību savienības, Latvijas Darba devēju konfederācijas, Latvijas vecāku organizācijas mammamuntetiem.lv un citiem viedokļiem, izvērtēt iespēju nodrošināt bērnu bezmaksas ēdināšanu pirmsskolas izglītības iestādēs un sniegt informatīvu ziņojumu Saeimai un Ministru kabinetam līdz 2017.gada 1.martam.
