Likumprojekts ir konceptuāli jauns, ir daudz jaunu risinājumu, un pēc būtības, izstrādājot šo likumprojektu, bija jāsaskaņo vairāk nekā 70 institūciju viedoklis, jo tās visas ir iesaistītas šī procesa piemērošanā. Kopā bija vairāk nekā 26 komisijas un apakškomisijas sēdes ar ekspertu piedalīšanos. Eksperti piedalījās arī darba grupā Tieslietu ministrijā. Idejas ir ļoti progresīvas, daudz ko jau esam pieņēmuši APK grozījumos un esam ieviesuši praksē šobrīd no jaunā likumprojekta redzējuma, un tas darbojas. Vienlaikus tas dos iespēju uz trešo lasījumu šo likumprojektu precizēt, ja gadījumā kaut kas labi nedarbosies. Jāpiezīmē, ka uz trešo lasījumu varbūt kādās pāris vietās likumprojektam tomēr kaut kas būtiskāk mainīsies, jo ir diskutējami jautājumi, bet priekšlikumi uz otro lasījumu nebija iesniegti.
