Juridiskajā komisijā, neskatoties uz to, ka netika saņemti jauni priekšlikumi grozījumam Latvijas Republikas Satversmē, mēs ļoti daudz debatējām tieši par administratīvās imunitātes atcelšanu, par tās savlaicīgumu un par tām iespējamām sekām, kuras varētu rasties. Tādēļ es komisijas vārdā vēlos jums vēlreiz šeit ziņot (un to man arī komisija lūdza), lai visiem deputātiem būtu skaidrs priekšstats par to, ko tieši mēs grozām, proti, mēs grozām tikai un vienīgi Satversmes 30.pantu, atsakoties no vispārējās deputāta administratīvās imunitātes. Taču, kā uzsvēra visi aicinātie konstitucionālo tiesību eksperti, šis grozījums neskar tos gadījumus, kuros par atsevišķiem administratīvo pārkāpumu veidiem deputātam varētu piemērot administratīvo arestu. Šajos gadījumos, un es arī vēlētos, lai šeit Saeimas sēdes stenogrammā tiktu atspoguļota likumdevēja griba, ka jautājumu par administratīvo arestu noteic Satversmes 29.pants, proti: “Saeimas locekli nevar apcietināt, izdarīt pie viņa kratīšanas, ne citādi aprobežot viņa personas brīvību, ja tam nepiekrīt Saeima.” Un līdz ar to jau šobrīd Satversmes 29.pants nepārprotami noteic, ka nav pieļaujams nedz deputātu aizturēt, nedz piemērot ar personas brīvības ierobežojumu saistītu administratīvo sodu, administratīvo arestu, bez Saeimas piekrišanas. Līdz ar to, godātie kolēģi, aicinu atbalstīt grozījumu Latvijas Republikas Satversmē, ar kuru mēs grozām Satversmes 30.pantu, atsakoties no administratīvās vispārējās imunitātes.".
