Rakstu Jums sakarā ar Latvijas ebreju īpašumu restitūcijas jautājumu, kurš atrodas Latvijas Republikas Saeimā izskatīšanā. Man kā to cilvēku pēctecim, kuri pa kripatai vākuši šodien apspriesto bojā gājušo Latvijas ebreju mantojumu, šī tēma ir ārkārtīgi nozīmīga. Esmu lepns par savu valsti Latviju, kura, neraugoties uz sarežģīto ekonomisko situāciju un joprojām ciešot padomju okupācijas sekas, rod spēku realizēt šo misiju. Es aicinu Jūs nenolikt malā jautājumu par holokaustā nogalināto Latvijas ebreju piemiņu un atbalstīt biedrības “Šamir” prasību - būt īpašuma restitūcijas procesa sastāvdaļai un pilntiesīgi piedalīties šo jautājumu izlemšanā. Jo īpaši tas skar Rīgas Geto un Latvijas Holokausta muzeja programmas atbalstīšanu un attīstīšanu. Rīgas Geto un Latvijas Holokausta muzejs ir biedrības “Šamir” ilgstoši īstenots holokaustā nogalināto Latvijas ebreju piemiņas projekts, kuru līdz šim finansiāli un materiāli atbalstījušas tikai privātpersonas un juridiskās personas. Muzejs nekad nav saņēmis nekādu atbalstu no biedrības “Latvijas Ebreju draudžu un kopienu padome”, lai gan savos statūtos tā ir norādījusi, ka tā pārstāv visus Latvijas ebrejus. Iepriekš minētais neatbilst patiesībai, faktiskai situācijai - biedrība “Latvijas Ebreju draudžu un kopienu padome” nepārstāv visus Latvijas ebrejus un visas Latvijas ebreju organizācijas. Pavisam noteikti tā nepārstāv biedrību “Šamir” un Rīgas un Latvijas reliģisko draudzi “Šamir”. Ir pilnīgi skaidrs, ka, neraugoties uz biedrības “Latvijas Ebreju draudžu un kopienu padome” rīcībā esošajiem finanšu un administratīvajiem resursiem, šī padome nevar un nav tiesīga pretendēt uz visām iespējām, kuras piešķir Latvijas ebreju īpašumu restitūcija, kā vienīgā Latvijas ebreju kopienu pārstāve. Ir radīti un aktīvi attīstās vēsturiskās piemiņas iemūžināšanas virzieni. To spilgti apliecina jau pieminētā Rīgas Geto un Latvijas Holokausta muzeja sekmīgā darbība biedrības “Šamir” aktivitāšu ietvaros. Šīs aktivitātes, nenoliedzami, viennozīmīgi ir traktējamas kā mazākumtautību tiesības, kuras būtu jāaizstāv un jāatbalsta gan Latvijas Republikas Satversmei un citiem Latvijas likumiem, gan arī Eiropas Savienības normatīvajiem aktiem. Ļoti lūdzam, risinot jautājumu par Latvijas ebreju īpašumu restitūciju (tai skaitā gatavojot, izvērtējot, pieņemot un izsludinot likumus un citus normatīvos aktus), ņemt vērā šos faktus un nepieļaut biedrības “Šamir” konstitucionālo un citu likumisko tiesību pārkāpšanu, biedrības “Šamir” īstenoto projektu ignorēšanu un Latvijas ebreju kopienas nozīmīgas sastāvdaļas diskrimināciju. Mēs esam pārliecināti, ka Jūsu personiskā un kolektīvā attieksme palīdzēs rast šiem jautājumiem tiesisku un demokrātisku risinājumu. Ar cieņu rabīns Dr. Menahems Barkahans, biedrības “Šamir” un Rīgas Geto un Latvijas Holokausta muzeja valdes priekšsēdētājs.” Pamatojoties uz minēto, Nacionālās apvienības “Visu Latvijai!”-“Tēvzemei un Brīvībai/LNNK” frakcija neatbalsta šī likumprojekta pieņemšanu trešajā lasījumā.
