Ja mums šī pārpilde būs, mēs patiesībā to, tāpat kā šobrīd emisiju kvotas, varēsim tirgot tīri grāmatvediski. Protams, mēs to varēsim darīt tikai tajā gadījumā, ja būsim gatavi slēgt šos līgumus, ja Ministru kabinets būs izstrādājis kārtību, kā mēs to aprēķinām un kā mēs šos līgumus slēdzam. Tad nu mans priekšlikums ietver deleģējumu Ministru kabinetam izstrādāt šo regulējumu, kas potenciāli pēc 2020.gada vai pirms tā var nest mums fiskālu ieguvumu, un nekādā veidā šobrīd nav pamata bažām, kuras Ekonomikas ministrija it kā te pauž, ka tam nu būšot kaut kāda nelabvēlīga ietekme. Es vienkārši domāju, ka Ekonomikas ministrija... kā ministrs pats atzīst: “Enerģētikā situāciju šobrīd līdz galam vēl neesmu izpratis, kāda tad tā situācija ir.” Un līdz ar to var saprast, ka ministrs vienkārši baidās pieņemt kaut kādu lēmumu. Šis nu nav tas lēmums, šis nu nav tas priekšlikums, no kura būtu jābaidās, jo tajā tiešām nav nekādu zemūdens akmeņu, kas varētu kaut kādā veidā ietekmēt elektrības cenu. Tā ka aicinu šo priekšlikumu atbalstīt un līdz ar to arī 31.priekšlikumu, kurš ir pārejas noteikumos.".
