Un, mūsuprāt, atkal Ministru kabinetam dots uzdevums vispirms sagatavot ziņojumu, izvērtēt visas funkcijas, kādas tad valsts pārvaldei ir nepieciešamas, tad saprast, kādi darbinieki tam ir nepieciešami un kāds finansējums ir nepieciešams. Tikai šādā veidā - balstoties uz šādu vērtējumu! - ir iespējams sagatavot kvalitatīvu atlīdzības likumu.
