Kā jūs zināt, Komerclikums nosaka to procedūru, to veidu, kādā komercsabiedrības tiek likvidētas. Attiecībā uz komercsabiedrībām, kuras ir saņēmušas valsts atbalstu, tātad šis likumprojekts neļauj īstenot speciālas normas, lai aizsargātu... Tas nepieļauj Eiropas Savienības iekšējā tirgus kropļošanu tajā gadījumā, ja pakārtotie kreditori gūst atbalstu... gūst kaut kādu papildu labumu no piešķirtā valsts atbalsta šādai sabiedrībai. Tātad likumprojekts ir veidots specifiski komercsabiedrībai, kura saņēmusi valsts atbalstu, tajā skaitā tādai, kurai ir noteikts likvidācijas termiņš. Šobrīd Latvijā ir tikai viena šāda komercsabiedrība - tā ir “Reverta”. Un tie specifiskie nosacījumi ir šādi: ja šādai komercsabiedrībai konstatē, ka tās aktīvi nesegs komercsabiedrības saistības, tad likvidācijas procedūra ir uzsākama jau sešus mēnešus pirms noteiktā komercsabiedrības likvidācijas termiņa, turklāt pakārtotie kreditori nevar izvirzīt maksātnespējas prasības likvidācijas procesā. Uzņēmumu reģistram šāda sabiedrība ir jāizslēdz no reģistra, kaut arī sabiedrība likvidācijas brīdī saglabā saistības attiecībā uz valsts atbalstu, kā arī pret pakārtotajiem kreditoriem. Un pēdējais īpašais nosacījums ir šāds: ja, likvidējot šādu komercsabiedrību, saglabājas vēl neatmaksāts valsts atbalsts, tad valsts budžeta procedūras kārtībā šis valsts atbalsts tiek norakstīts. Tā ka es pieņemu - ja “Reverta” tiek likvidēta, kā likums nosaka, līdz nākamā gada beigām, tad 2018.gads būs tas, kurā būs jālemj arī par atstāto saistību norakstīšanu. Budžeta un finanšu (nodokļu) komisija šo likumprojektu ir atbalstījusi izskatīšanai pirmajā lasījumā. Es aicinu jūs atbalstīt likumprojektu pirmajā lasījumā.".
